Mr. Tim Creagan of the US Access Board indicated today that the second advanced notice of proposed rulemaking (ANPRM) should appear in the in the next few weeks. The US Access Board has submitted the ANPRM to Office of Management and Budget (OMB) and it will be published in the Federal Register hopefully in the first week of December.
Additionally, it was indicated that the Access Board estimates that in a year from now (fall 2012) the US Access Board will publish the Notice of Proposal Rulemaking in the Federal Register. This will give sufficient time for commenting on the ANPRM and to update the information and communication technology (ICT) standards based on those comments. Concurrently the a notice of changes to the Federal Acquisition Regulations (FAR) would need to be submitted to amended the FAR with the changes.
Final rule will be published in Federal Register sometime after the notice of proposed rulemaking estimated sometime late in 2013 at the earliest.
The update of Section 508 is long overdue and will help to harmonize US standards with international accessibility standards. Furthermore, it will reorganize the standards in terms of functionality of products rather than compartmentalizing the standards based on the type of category, web, software, hardware, etc. This is necessary as modern technology often encompasses many different types of technology.
