State of Digital Accessibility Report: 2025-2026 Methodology

As part of our commitment to advancing digital inclusion, Level Access commissions annual research on the state of digital accessibility to guide industry progress. The quantitative research upon which this 2025-2026 report is based was performed by independent market research specialist Vanson Bourne. A total of 1,622 professionals were surveyed during July and August 2025.

Respondents work at organizations across industries and sectors, primarily within the U.S., U.K., and European Union (EU). In all, 74% of respondents worked at private businesses, and 25% worked in the public sector, with a small number employed by charity or non-for-profit organizations. The vast majority (90%) of respondents are employed by large organizations with more than 1,000 employees. (The survey specifically targeted respondents at enterprise and public-sector organizations.)

Most respondents hold leadership positions within their organizations: 81% occupy roles in senior management or above, with 42% in top-level management roles (e.g., C-suite or other executive-level positions). While respondents work across departments—from product and information technology (IT) to design and legal counsel—all are involved in digital experience creation or strategy.

Throughout the report, we’ve made references to our research from 2024. This data is based on data from 1,403 professionals, across the U.S., U.K. and EU markets, who were surveyed during July and August 2024. Similarly to respondents to our 2025 survey, respondents to our 2024 survey worked at organizations of varied sizes and across industries, and all had some involvement in digital experience creation or strategy at their organizations.
