DAMM™ Program BuilderBenchmark. Build. Prove progress.

You’re committed to accessibility. But is your effort translating to real results? The Digital Accessibility Maturity Model (DAMM™) Program Builder helps you understand where your organization stands, prioritize what to do next, and prove progress over time.

Move from activity to measurable impact

Many organizations have invested in accessibility audits, remediation, training, or other initiatives. But without a coordinated approach, those efforts can be fragmented, difficult to sustain, and hard to measure.

Program Builder helps you assess your current accessibility practices, identify priorities, and build a structured plan for improvement. Grounded in the Digital Accessibility Maturity Model (DAMM™), it provides a practical framework to make accessibility a coordinated, sustainable part of your operations.

Whether you're formalizing accessibility efforts for the first time or strengthening existing practices, you'll get a repeatable framework to drive progress, align stakeholders, and measure results over time.

What is included

Program Builder brings together a maturity assessment, planning, and guidance into a single engine for program development.

Assess your accessibility practices

You can’t prioritize investment effectively until you know where you stand. Program Builder establishes an objective maturity baseline built on DAMM, identifies your strengths and capability gaps, and turns that picture into maturity-aligned recommendations.

Build a sustainable program

Sustainable accessibility practices aren't dependent on individual efforts. Program Builder helps you transform fragmented initiatives into a structured program with a plan tailored to your organization’s needs. You’ll define priorities, clarify ownership, and establish governance structures that keep accessibility moving even as teams and organizational goals change.

Prove measurable progress

Executives and regulators want proof, not promises. Because Program Builder measures progress against the DAMM framework, you can track year-over-year maturity improvements, hit defined milestones, and show continuous progress in terms that stakeholders understand.

By putting evidence behind your effort, you can:

Sustain the internal buy-in and budget you need to expand your program.

Support legal compliance and regulatory readiness, including conformance with obligations under the Americans with Disabilities Act (ADA) and the European Accessibility Act (EAA).

Make informed decisions based on evidence, not assumptions using clear insight on current strengths, gaps, and progress against industry best practices.

Is Program Builder right for you?

Program Builder is built for organizations in all industries that have started their accessibility journey and are ready to make progress structured and sustainable. It is a strong fit if you:

  • Have run audits, remediation, or training, and are aiming to make accessibility practices more repeatable and sustainable.
  • Manage accessibility reactively or inconsistently across teams and need a more formal, coordinated program.

Frequently asked questions

What is the DAMM Program Builder?

Program Builder is Level Access’s accessibility program development solution. It combines benchmarking against industry best practices, expert analysis, a tailored plan, and ongoing strategic support to help organizations turn accessibility activities into a structured, sustainable, and measurable program. It is built on the Digital Accessibility Maturity Model (DAMM).

An audit tests your websites or apps against technical standards at a single point in time. Program Builder assesses the people, processes, and governance behind accessibility and gives you a plan to improve them. In short, an audit tells you what to fix now; Program Builder helps you build repeatable practices that support accessibility over time.

It is designed for organizations that have started investing in accessibility and want to establish a coordinated, measurable program. Organizations across all industries benefit, including private enterprises, software vendors, retail brands, financial services providers, higher education institutions, and government agencies. It is a particularly strong fit for teams that have an accessibility champion but need structure, a program plan, and a way to show progress.

The Maturity Quick Check and Program Builder are both based on the Digital Accessibility Maturity Model (DAMM™), but they serve different purposes. The free Maturity Quick Check provides a high-level snapshot of your current accessibility practices and helps identify opportunities to improve in about five minutes. Program Builder offers a more in-depth evaluation and strategic planning service designed to help organizations establish or strengthen a sustainable accessibility program. While some organizations start with the Maturity Quick Check, it is not required to participate in Program Builder.

Program Builder and the DAMM Assessment service both use the DAMM™ framework, but they are designed for different stages of accessibility maturity. Program Builder helps organizations establish and strengthen foundational accessibility practices through assessment, planning, and guidance. The DAMM Assessment service provides a deeper evaluation of more established programs, with broader stakeholder input and detailed analysis across the seven DAMM dimensions.

Yes. While Program Builder is about building a mature program rather than meeting technical compliance standards, a mature program is what helps you sustain WCAG conformance so you can uphold your obligations under laws such as the ADA and EAA as your teams and digital experiences change.

Program Builder uses DAMM benchmarking to track maturity improvements year over year against defined milestones and industry best practices. This gives you a structured, repeatable way to demonstrate measurable progress to leadership and stakeholders and to build the case for continued investment.
