What is the standard for EAA compliance?

The EAA focuses on meeting the functional needs of people with disabilities, but it doesn’t provide specific technical standards. Instead, the voluntary harmonized EU standard EN 301 549 serves as the presumptive standard of conformity.

To demonstrate EAA compliance, your digital assets will likely need to conform to EN 301 549, which includes the Web Content Accessibility Guidelines (WCAG) 2.1 AA. Following WCAG 2.1 at the AA level (which includes both A and AA criteria) is the best starting point for meeting EAA requirements.

What are the consequences of non-compliance?

The EAA will be enforced through market surveillance by individual EU nations, and organizations that fail to comply may face significant consequences. While specific penalties vary from country to country, punitive measures may include steep fines (up to three million euros), the removal of products or services from the market, and the suspension of an organization’s right to do business.

EAA compliance isn’t achieved overnight. To meet the June 2025 deadline, organizations must start working toward meeting the law’s requirements now. Think about it like catching a flight: If your flight leaves at 9:00 AM, you don’t leave your home for the airport at 9:00 AM. If you do, you’ll miss your departure.

Corbb O’Connor, Director of Accessibility Advocacy, Level Access
"A few years ago, many organizations were scrambling to meet the deadline for compliance with the Accessibility for Ontarians with Disabilities Act. This deadline was in December, and many product teams didn’t take notice until August. When they did, they realized their roadmaps were suddenly in jeopardy, their teams didn’t have the proper training, and they simply weren’t ready to meet their legal obligations. With the EAA enforcement deadline looming, don’t get caught in the same trap."
